What is the Secure Tool to Break VCF File on Windows With No Data Loss?

I have a large VCF file that needs to be split into smaller contact files on a Windows PC, but I'm concerned about keeping all contact information safe during the process. The main priority is finding a secure tool that works offline, preserves every contact field, and doesn't cause data loss or corruption. If anyone has used a reliable Windows-based VCF splitter that handles this properly, I'd appreciate the recommendation.
 
If privacy matters, I'd avoid online vCard splitters and use an offline program instead. Uploading a contact file to a website isn't something I'd do when it contains personal phone numbers, email addresses, and other details.

There isn't a built-in Windows option to split one VCF file into separate contact files, so the manual route usually means editing the file yourself which gets frustrating with hundreds of contacts and increases the chance of mistakes.

I had to split a large contact list a while back and ended up using WholeClear Split vCard Software because it runs locally on Windows. Each contact was exported into individual VCF files while the details such as names and numbers, among others, remained the same even after the process.

A piece of advice would be to have a copy of the original VCF file before splitting it into individual contacts. This might be just a small step but could save a lot of time.
