vla-update and objects on locked layers

    just a 2k4 observation.... (not griping, just curious)

    a few functions calling vla-update that have been working in 2k regardless
    of layer state, are now failing in 2k4 if the object being updated is on a
    locked layer

    easy fix, just wondering if anyone else has experienced this, and why the
    change
