Via Within pad for SMD caps and resistors

I would like the autorouter to put vias in SMD capactitors when
appropriate, but not always. I know I could put a permanent one in by
making it part of the footprint of the cap/resistor.

So, for example, if I have a ground layer and a power layer at 1.5 V
and am routing 3.3V on a routing layer, I would like the caps that need
to connect to the 1.5 V power layer to automatically use a via in the
solder pad. But the caps that connect to 3.3 V may not need a via at
all, so I dont want them to have one.

Is there a need to automate this, or do I need to specify two different
    footprints for this scenario?

    Thank you for the time,
