Units and material Default

I am using SW 2008. My default setting for units is mm.
How can I change it so that when I open a new part the units are
inches.
Now I must go to Options / Doc Props and change it there for that
particular doc.

Also can I set a default for material?

You need to make the changes in your template and then save the template.
