Switch plate cover support

    I purchased a switch plate cover online. In the recess underneath the face it was filled with a full edge to edge support that popped out to reveal the recess. I cannot find anywhere how to do that fill section. If you have any ideas please throw them my way. Thanks in advance to anyone who replies.
