I've noticed that a lot of Cadence's tools won't install in a Redhat 9.0 environment. The included Cadence install-script aborts with some cryptic error message. For now, I have been able to get around this by installing the x86-Linux tools on a Redhat8 machine. Then I use NFS-sharing to share the install-dir onto a networked Redhat9 machine. (I also added "setenv LD_ASSUME_KERNEL 2.4.1".) .... I understand that Cadence's official line is "Redhat 7.2 now, Redhat8 soon. Redhat9, you're on your own!" Anyway, do the later ISR/QSRs at least allow you to run the install-script on a Redhat9 machine?
