OCE 9600 or TDS 600 Plot Problems

I have an OCE TDS600 plotter and Autodesk LDT3 (2002)

I have a specific issue that occurs on drawings with TIFF images
attached. Other drawings are unaffected.

The problem is, when I plot the drawing to the exact sheet size, the
entire plot looks like TV Static. Plotting to a larger sheet size (or
smaller) plots properly.

The sheet sizes I use have no margins set, and the plotter
configuration is set to cut at the Plot Size. Different Top, Bottom,
Left, Right margin combinations produce different results as far as
producing static or a readable plot.

We have installed the latest Windows and HDI drivers, and I have
created new PC3 files from scratch.

The plotter seems sensitive to zero margins in the sheet setup, and I
am at a loss to explain why this occurs. We have an identical plotter
at another office location with the exact same setups and this plotter
produces readable plots 100% of the time.
