Library Manager Fails to invoke!

    After invoking cadence, when I try to invoke library manager, it gives
    the below warning message and does not open linbrary manager window ever!

    \a ddsOpenLibManager()
    \o Waiting for ipc:1 to initialize
    \o Waiting for ipc:1 to initialize
    \w *WARNING* (ddsOpenLibManager) unable to connect to library manager
    (60 tries)
