Can the number of verticies in an existing LEADER object be altered and if
    so, how?

    Note the word "existing."

Not a problem... just can't seem to find a way. Have users who insist on
picking 3 points (arrow location, leader end and "flag" end). When they do
this, you cannot move the leader text using grips because only the flag end
follows. We know the appropriate procedure is to pick only 2 points to place
a leader and let AutoCAD draw the "flag."

<We know the appropriate procedure is to pick only 2 points to place
Who's procedure. For my work 3 point works better. Sure, extra step in
moving but I'm not too happy with the way AutoCad draws the "flag". Just
making a point that one way is not the only way.

Good comment. This is why I ask my original question. In your case, saves a
pick when standard flag would work then "add" avertex when you need to
    lengthen the flag.

Right, except that we can't add a vertex.

Can't we? That is the question posed in my original post. How can we
add/delete verticies from an EXISTING Leader object?

Leaders are not editable in that way. They are not polylines. They are
what they are. The vertices that are part of an existing leader can be
reconfigured but you can't add/delete to them.

If this is functionality you need, I would take it up in the customization
area and see if someone there has a solution.
