I have a PDF file that opens normally, but I cannot print or edit it because the options are locked. The file seems to have restrictions applied, and I need to remove these limitations for personal/work use. I also know the password in some cases, but still cannot change the permission settings. Looking for a simple way or tool that can remove these restrictions and allow full access to the PDF content without damaging the file.

This usually happens when the PDF is not actually broken but has security settings applied to it. That’s why it can be opened normally but cannot be printed or edited. The best course of action for you would be to open the file using your PDF viewer and make a copy of the file by going into the settings section without any limitations. Sometimes that alone fixes the issue.

If that doesn’t work, a simple unlock tool like Softaken Unlock PDF Files can be used to remove basic restrictions so printing and copying become possible.

Just make sure you keep a backup of the original file before making any changes, so you don’t lose the original version if something goes wrong.
