Can I fill a segment of a circle with only a part of a donut?

  2. Try the "solid" hatch.

A "donut" is actually just a wide polyline; so, yes, you can do what you
describe by drawing a polyline arc of the correct radius and width. Or,
simply draw a donut, then TRIM it as required.
