Does the Encounter only deal with the process more than two metal layers?

    When my LEF is two metal process,the Encounter would suddenly exit
    while placing,and say SEGV error.but when I changed the tf to three
    metal process,it can place and route.
    Does the encounter only deal with the process more than two metal
    layers?
