Creating title block layouts from database

I have a task in which I'd like to create a 'mail merge' from a database to
the title blocks of multiple layouts.

Here's the scenario. Every year, we create a list of streets to resurface.
In Autocad Map 5, we create multiple layouts, one for each street. The
    attributes of the database include
    STREET NAME
    FROM_INT
    TO_INT
    LENGTH
    WIDTH
    THICKNESS
    LF_GRIND
    TONS
    MANHOLES

Each of the attributes have a designated text box in the title block.

I'm looking for a way to automate the map creation process & fill in the
blanks something like a mail merge in MS Word. My fantasy is that the
process would involve a map book to zoom to the appropriate area of the city
at the correct zoom level, but also create the specs from the data base.

In Map it seems possible to query data into model space byt not into paper
    space (layout)

Does anyone know of such a utility?

    Many thanks,
