Can you dimension location of blocks and/or text?

I have a 2d drawing of a part and I want to show location and size of
its product markings. The markings include blocks and text. Is there a
way to relate blocks and/or text to the drawing?

Assuming the markings are on a planar surface, in the part file select
the surface where the markings will show in the drawing. Open a
sketch. Draw a rectangle around the marking. Dimension the rectangle.
Exit the sketch and return to the drawing.

Go to the feature tree and right click the sketch you just made. Show
the sketch. Right click to Hide, and right click in the feature tree
again to Show Dimensions. Add annotation as necessary. If points or
other sketch entities are more appropriate than a rectangle in the
sketch for what you are doing use them instead.
